Description
The fifth generation Southern 黑料不打烊 Framework (SCF-5) currently in place is due to expire 1st May 2027. Hampshire County Council and Devon County Council (the Authorities) are together re-procuring the next generation of the Southern 黑料不打烊 Framework. As with previous generations, this framework will predominantly support contracting authorities with construction delivery across the South East, South West and London regions. However, the new SCF-6 framework will also be open to all Public Sector Bodies in England should they wish to use it.
Applicable Public Sector Bodies will be Contracting Authorities as defined under the Procurement Act 2023. For the purposes of this procurement, 鈥淐ontracting Authority鈥 includes any organisation that is subject to the Procurement Act 2023, including but not limited to:
鈥 Central Government Departments and their executive agencies
鈥 Non-departmental public bodies
鈥 Local authorities and combined authorities
鈥 NHS bodies and healthcare organisations
鈥 Emergency services (police, fire and rescue, ambulance services)

Southern 黑料不打烊 Framework (SCF) is a managed framework, not merely a route to market, and defines the behaviours, standards and processes that all SCF contractors are expected to meet. SCF exists to help public sector clients deliver predictable, safe, sustainable projects, with value鈥慺or鈥憁oney at its core. We achieve this by embedding early engagement, collaboration, and transparency across procurement, pre鈥慶onstruction, construction and aftercare. SCF is actively managed by an experienced Framework Management Team (FMT) that supports clients and contractors, provides governance and assurance, and monitors performance to drive continuous improvement.
Developed in collaboration over the past 20 years, SCF is overseen by a Joint Working Agreement between Devon and Hampshire County Councils. During the 5th generation of SCF, the arrangements surpassed 拢10bn of delivery across the Public Estate in the South of England. In that time, SCF has supported over 850 public sector clients, including local authorities, central government departments, universities, emergency services and many others.
The Southern 黑料不打烊 Framework (SCF) is designed to support the full breadth of public sector construction needs, and contractors seeking a place on the framework must be prepared to deliver an exceptionally wide range of project types. SCF is built to serve public sector clients across all scales and disciplines, ensuring they can confidently procure new builds, refurbishments, complex fit鈥憃uts, and specialist works through a trusted and compliant route. For contractors, this means demonstrating the capability, flexibility, and collaborative approach required to operate within a framework that responds to varied and often highly technical public sector requirements.
SCF鈥檚 portfolio ranges from modest school extensions and internal upgrades to major leisure centres, civic buildings, healthcare improvements, and advanced science and research facilities. Contractors are expected to support this full spectrum, bringing the expertise to manage straightforward schemes as well as the governance, quality standards, and problem鈥憇olving needed for complex, multi鈥憇takeholder environments.
SCF6 will operate for all projects and will be split into geographic and value-based lots. The previous generation had a framework cap of 拢4.5bn with an anticipated workload of 拢1.92bn over the 4 years it is set to operate. As of July 2025, SCF has achieved a workload of 拢1.85bn (96% of turnover at 75% of framework duration). The SCF6 framework cap has been revised up to reflect both the performance and an increase in scope it covers.

Further information about fees
For SCF6, the levy applied to projects is based on a linear model, to ensure a fair, and robust mechanism across all value projects. The levy should be incorporated into contractors鈥 Not to Exceed rate for Overhead and Profit within their commercial responses.

Framework operation description
The SCF allows contractors to be selected via Mini-Competition or Direct Award process. Mini-Competitions are expected to be the primary route to market in most cases, but Direct Awards are also permitted in line with the guidance below:
Mini Competition
Mini-competitions will be issued to the appropriate Lot suppliers usually depending on the geographical location/value of the project. However, an additional Lot is being considered, in which all suppliers will be included (unless they Opt-out), which can be used to open up competition to all SCF framework suppliers, where deemed appropriate by the Contracting Authority. During the Mini Competition process, contractors will be given the opportunity to consider their 鈥榥ot-to-exceed rates鈥. Where a project can be delivered more efficiently these rates may be discounted to reflect the reduced workload.
Following a Mini-Competition, if the successful supplier is no longer able to deliver the scheme and/or the contract is terminated, a client may elect to approach the next placed contractor (and so on in descending order) to take over the contract without further competition.
Direct Award
The SCF offers a direct award process to access any of its suppliers where, it is deemed by the Contracting Authority, there is a demonstrable advantage to award their project to a particular supplier. This may include scenarios including, but not limited to, continuation of a particular supplier鈥檚 site team or setup from another project, a particular experience or specialism that is known to be available from a particular supplier, or a service/product only available via that supplier that satisfies the needs of the contracting authority and represents best value etc.
It is also possible to use the Direct Award option where there is an urgent programme requirement which does not allow sufficient time to carry out a Mini Competition or where an existing supplier is no longer in a position to carry out their duties under an existing contract. Contracting Authorities should satisfy themselves that they can demonstrate that Direct Award is the appropriate route prior to commencing use of the process.

Payment terms
Public sector contracts awarded under the Procurement Act 2023, and as outlined in the Framework Guidelines and Working Practices document, require that Suppliers have systems in place to include (as a minimum) 30-day payment terms in all supply chain contracts and require that such terms are passed down through the supply chain.
Description of risks to contract performance
Local Government Reorganisation (LGR) is part of the Government plans to replace the current two-tier system of county councils and district/borough councils with unitary councils across the country. The Counties of Hampshire and Devon are both impacted by this and are currently progressing through the LGR process, as are other Authorities across the country who may also utilise the Framework. During the life of this Framework, the LGR process will continue to progress and will impact the Framework and call-off contracts from it. Impacts may include, but are not limited to, changes to the legal name/entity of the Authorities you currently contract with at Framework level and call-off contracts, increases and/or decreases in the value/volume works required due to the change in size/scope of the Contracting Authorities. The scale and exact timing of the changes to the Framework and any call-off contracts will be communicated to you at the appropriate time, as all contractual arrangements will need to be able to adapt to the LGR changes as required, to ensure smooth transition and continuity of services.
