Scope
Description
Havant Borough Council (the council) is inviting tenders from suitably qualified suppliers for the refurbishment of the play area at Gauntlet Park, Crookhorn, Havant. The supplier will be required to design and build a new play provision within the existing footprint of the current site.
Gauntlet Park is in the Purbrook Ward to the east of central Havant borough in Hampshire. The Purbrook Ward is home to approximately 9300 residents. Directly adjacent to Gauntlet Park is a primary school with a preschool nursery, within the wider ward there is one secondary school and a college offering further education for young people.
The supplier will be required to:
- Design a new play provision within the existing footprint of the current site
- Work with the council to negotiate and update the design as required
- Supply and install the new play provision
- Complete any additional refurbishment works required.
The contract is due to commence on 01 October 2026. The contract period will be determined by the selected supplier's programme, however the council anticipates that practical completion and any snagging periods will be complete by no later than 31 December 2027.
The estimated value of the Gauntlet Park contract is estimated to be 拢140,000 - 拢150,000 excluding VAT (拢168,000 - 拢180,000 including VAT).
The value of the available opportunity is estimated to be 拢1million excluding VAT (拢1.2million including VAT). This is because, in addition to Gauntlet Park, the council has a wider pipeline of play parks across the borough to be refurbished over the next 3 years. These include:
- Nutwick Road Play Area
- Southwood Road
- Park Parade (Leigh Park High Street)
- Havant Play Area
- Longwood Avenue
This list includes all currently known play parks for refurbishment, but the list may not be exhaustive. The council continues to seek funding to improve the play park provision in the borough and therefore this list could increase.
To facilitate delivery of these play parks, the council reserves the right to award future contracts for the design and build of new and refurbished play parks to the winning bidder of this tender. Where future contracts are awarded, this will be via the direct award provisions in Section 41 and Schedule 5 paragraph 7-9 of the Procurement Act 2023.
The council is under no obligation to award future contracts in this manner and where additional work requires skills or capacity not tested or demonstrated by the tenderer, the council may still seek an alternative competitive process.

ECONOMIC AND FINANCIAL ASSESSMENT
The council will complete a basic economic and financial assessment. Full details of this assessment are provided in Appendix 2 of the Procurement Documents. Where a guarantor is being relied upon, the guarantor must meet these requirements.
INSURANCE
The supplier must hold or be able to obtain the following insurances:
- Employers' (Compulsory Liability Insurance) of 拢10million for each and every claim
- Public Liability Insurance of 拢10million for each and every claim
- Product Liability Insurance of 拢10million for each and every claim
- Professional Indemnity Insurance of 拢2million for each and every claim
Technical ability conditions of participation

The supplier has the ability, including the relevant resources and processes, to deliver the contract in accordance with GDPR.
TECHNICAL ABILITY
Provision of 3 contract case studies that evidences delivery of similar goods/works/services to the council's specification. For this contract the case studies must demonstrate the following minimum experience:
- All 3 examples must demonstrate delivery of refurbished play parks of a similar size and value to the Gauntlet Park scheme.
- At least 1 example must demonstrate experience of incorporating co-designs from stakeholders into the final design.
ORGANISATIONAL STANDARDS
The supplier must be accredited with/be a member of the Association of Play Industries (API).
HEALTH AND SAFETY
The supplier demonstrates appropriate health and safety arrangements.
SUB-CONTRACTOR MANAGEMENT
The supplier demonstrates experience of maintaining healthy supply chains
SUBCONTRACTOR AND SUPPLY CHAIN PAYMENTS
The supplier demonstrates effective systems in place to pay the supply chain promptly and effectively, evidenced through demonstration of at least 95% of invoices payable to the supply chain, paid within 60 days in at least one of the last two six-monthly reporting periods (or a suitable action plan setting out how this will be achieved).
PROCURING STEEL
The supplier demonstrates healthy supply chains for delivery of steel or steel goods.
